VETERINARY
REGULATIONS FOR THE
IMPORTATION
OF DOGS/ CATS (3/3)
I
COUNTRY OF EXPORT
Malaysia
II
PURPOSE
Any purpose.
III
IMPORT PERMIT
Each animal shall
be accompanied by a valid import permit issued by the Agri-food
and Veterinary Authority (AVA) of Singapore.
IV
VETERINARY CERTIFICATION
The animal shall be accompanied by:
(a)
a veterinary
health certificate bearing a date not more than seven (7) days
prior to export and signed by an accredited veterinarian and
endorsed by a government veterinarian of the country of export
describing the age, breed, sex, colour, markings or other points
of identification of dog/ cat and certifying to the effect that:
(i)
the dog/ cat
was microchipped with code (to indicate code here), and was bled at least 14 days but
not more than 45 days, prior to export and the sera sent to AAHL,
Geelong, Australia, or VRI, Ipoh, Malaysia, for Nipah virus
serology using an ELISA serum neutralisation test.
(the veterinarian should inform the laboratory to include
the name and address of owner, and the microchip code in the
laboratory report when submitting specimen);
(ii)
the sera has
returned negative for Nipah virus serology;
(iii)
the dog/cat
was examined by the veterinarian and found to be healthy, free
from any clinical sign of infectious or contagious disease,
especially Nipah infection, and fit for travel at the time of
export;
(iv)
in the case
of a puppy, the puppy was at least twelve (12) weeks of age at the
time of export, as far as can be determined by the certifying
veterinarian; and
(v)
in the case
of a dog under sixteen (16) weeks of age, the dog was vaccinated
twice, four (4) weeks apart, with the second vaccinations given at
least two (2) weeks prior to the date of export against Canine
Distemper, Canine Hepatitis and Canine Parvoviral infection;
OR
in the case of a dog aged sixteen (16) weeks and above, the
dog was vaccinated at least once, not less than two (2) weeks and
not more than one (1) year prior to the date of export against
Canine Distemper, Canine Hepatitis and Canine Parvoviral
infection.
(b)
a
declaration by the owner of the animal stating that the dog/ cat
has never been in contact with pigs nor
resident on holdings when Nipah virus disease has been confirmed;
and the owner had undertaken to keep the dog/ cat under strict
isolation from all other animals during the period when the animal
was tested for Nipah and prior to export, has been received and
endorsed by a government veterinarian of the country of export;
and
(c)
the original
of the laboratory report of Nipah serology (this is waived if
original was submitted at time of application for import permit,
see section VII below).

DECLARATION FROM MASTER/ CAPTAIN OF SHIP/ AIRCRAFT
Not required.
VI
QUARANTINE
(a)
Upon arrival
the animal shall be vaccinated with an anti-rabies vaccine
(irrespective of whether it had been vaccinated or not before
import), and quarantined for a period of not less than 30 days.
The owner or his agent is responsible for ensuring that
quarantine space is available at the Jurong Animal Quarantine
Station.
(b)
A blood
sample shall be taken from the dog/ cat at least 14 days from the
first sample, by the quarantine veterinarian, to be sent to AAHL,
Geelong, Australia for an additional ELISA or serum neutralisation
test for Nipah virus. The
release of the dog/ cat from quarantine is subject to a negative
result from this test.
VII
APPLICATION FOR IMPORT PERMIT
(a)
Prior to the
export of the dog/cat, the certifying veterinarian or government
veterinarian shall notify AVA by fax at (65) 227-6305 of the
intention of the owner to export the dog/ cat.
The notification shall include name and address of owner,
the age, sex and breed and the microchip code of the dog/ cat, and
date of blood collection and submission to the laboratory for
Nipah virus serology.
(b)
When laboratory results are available,
the owner or his agent must apply for the import permit by
submitting the completed import application form (Form CVC/1 for
commercial purposes and Form CVC/3(1) for personal effects) and
the ‘Application and Acceptance for Animal Quarantine Space in
Jurong Animal Quarantine Station’
form to the City Veterinary Centre, 25, Peck Seah Street,
Singapore 079315, Tel: (65) 62270670, Fax: (65) 62276305, E-mail: AVA_Email@ava.gov.sg, at least seven working days prior to the date of arrival
of the animal. (Application
forms can be obtained from the City Veterinary Centre).
The original or a copy of the laboratory report on Nipah
serology shall be attached to the application.
VIII
NOTIFICATION OF ARRIVAL
The owner or his
agent shall contact the Quarantine Office as stated in the Import
Permit at least one working day before the arrival of the animal.
IX
VETERINARY INSPECTION
On arrival at the
port of disembarkation in Singapore, the dog/ cat and documents
(Import Permit, Veterinary Health Certificate, owner’s
declaration, laboratory report) shall be presented to and examined
by an authorised Veterinary Officer.
If the animal is found to be healthy and documents are in
order, the animal shall be taken to the Jurong Animal Quarantine
Station by a Quarantine officer.

PENALTY
If any animal is
not healthy or if any document is not in order or quarantine space
is unavailable, the animal shall be returned to the country of
export (if arrived by road), detained for two weeks for
observation prior to quarantine (if arrived by air) or destroyed
at the discretion of the Director-General of Agri-food and
Veterinary Services. In
addition the owner or his agent is subject to prosecution.

OTHER REQUIREMENTS/ INFORMATION
(i)
The dog/cat shall be transported in escape-proof cages
conforming to the latest edition of IATA Live Animals Regulations.
(ii)
Owners should take into account the age and condition of their animals
as well as travel and climatic stress when deciding to export
their dogs/cats to Singapore.
(iii)
Owners of any dog above 3 months of age must apply for a licence to keep
the dog in Singapore. See
Schedule of Fees payable.
(iv)
Only one (1) dog of an approved breed is allowed in a Housing and
Development Board (HDB) dwelling unit and no dog is allowed in
other non-residential HDB premises.
Not more than three (3) dogs are allowed in each non-HDB
premises. No cat is
allowed in a HDB dwelling unit.
(v)
A licence issued by AVA must be obtained to use any place for
exhibition, sale or export of any animal or bird.
(vi)
Any expenditure incurred in the process of importation shall be borne by
the owner or agent. Any
loss occasioned during the removal, handling or treatment of an
imported dog/ cat under the directions of AVA or occurring during
the period of detention in quarantine, shall be borne by the owner
or agent.
(vii)
The following breeds of dogs and their crosses are not allowed to be
imported into Singapore – Pit Bull (which includes the American
Pit Bull Terrier also known as the American Pit Bull and Pit Bull
Terrier, American Staffordshire Terrier, Staffordshire Bull
Terrier, the American Bulldog, and crosses between them and with
other breeds) Neapolitan Mastiff, Tosa, Akita, Dogo Argentino,
Fila Braziliero and their crosses.
(viii)
The following breeds of dogs need to be muzzled while in a public place:
Bull Mastiff, Bull Terrier, Doberman, German Shepherd with its
related breeds such as the Belgian Shepherd and the East European
Shepherd, Rottweiler and Perro de Presa Canario.
(ix)
Regulations and fees are subject to change without notice
notwithstanding the issuance of a permit by AVA.
(x)

(Form CVC/1 for commercial purposes and Form CVC/3(1) for personal
effects).
