Drop In Outdoor Display Area Infringements Following Multi-Agency Enforcement Effort

Following a multi-agency effort to ensure the appropriate use of outdoor display areas (ODA) by HDB shop retailers, there has been a corresponding drop in the number of infringements.
Since 17 Oct 07, HDB, SCDF and NEA have been mounting joint inspections with the Town Councils to enforce the ODA guidelines. Sixteen joint inspections, one in each of the 16 Town Councils, involving a total of 1,180 commercial units, have been carried out to-date.
Upon the first joint inspection, an average of 41% of the shops at each site were found to have infringed the ODA guidelines. Some of the common infringements include installation of drop-down screens and lack of 1-metre distance between rows of goods.
Follow-up inspections carried out by HDB three weeks later at 10 of the sites revealed that there was a substantial drop in the number of shops that had infringed the ODA guidelines. The percentage had been halved to 20%. This has significantly reduced the level of shopfront obstructions.
As the festive period is approaching, shop retailers are reminded to observe the ODA guidelines strictly. Retailers who do not cooperate and persist in violating these guidelines will be dealt with severely. Failure to comply with the guidelines may result in fines up to $5,000 under the Town Councils Act.
